None of this section is an accusation. Most agents behave in line with the REA Act and the PCCC Rules most of the time. The patterns catalogued below are the exceptions that recur often enough, across agencies and regions, to be recognisable. Reading them as patterns rather than as personal conflict is what allows you to respond calmly and on the record.
